About PECAS
PETRONAS Competency-based
Assessment System (PECAS) is a system of certifying the competencies of our Technicians and
Operators (Non-Executive Technical (NET)) before they can be considered for
upgrading to the next higher grade.
In this System, assessment of all technicians and
operators for upgrading purposes shall be made against all the duties and tasks
listed in his/her next Position Job Profile (PJP) or next Job Grade. The system
is designed such that all the tasks will be assessed against the PETRONAS
Occupational Skill Standard (POSS).
This System shall replace the current Upgrading
Trade Test (UGTT) which was implemented on a temporary basis before PECAS System
is ready for Implementation. The new System will be gradually implemented
effectively from 2004.
The main objective of system is to develop the
Company's human resource expertise, knowledge and skills through structured
assessment system. The main focus is to inculcate the learning habit amongst
technicians and operators at workplace through continuous learning and to
promote a continuously learning culture/environment in PETRONAS.
In this System, assessment of the job is done on a
continuous basis and is made the integral part of the candidate's daily work
activities until he/she is certified competent to do the specified tasks listed
in POSS.
In the transition period between the phasing out of
Upgrading Trade Test and the implementation of CBA, it is suggested that OPU
provide a cut off time for the changing over to CBA, the following are
